Indonesian Government Regulation concerning Certification of Veterinary Control Number of Animal Products Business Unit
To implement the provisions of Article 25 of Government Regulation Number 95 of 2012 concerning Veterinary Public Health and Animal Welfare, the Minister of Agriculture has stipulated Regulation of the Minister of Agriculture Number 11 of 2020 concerning Certification of Veterinary Control Numbers of Animal Products Business Units.

In the regulation, what is meant by a Veterinary Control Number Certificate or called a Veterinary Control Number is a certificate as a valid written evidence that hygiene and sanitation requirements have been fulfilled as a guarantee of the safety of animal products in the animal product business unit.
The scope of Ministerial Regulation Number 11 of 2020 concerning Certification of Veterinary Control Numbers for Animal Products Business Units includes: a) Veterinary Control Numbers, b) NKV Auditors, c) reporting and d) coaching.
The Ministerial Regulation stipulates that every person who owns an Animal Products Business Unit is required to submit an application to obtain a Veterinary Control Number, as stated in Article 3 paragraph (1).
Types of Animal Products Business Units that are required to apply for a Veterinary Control Number include:
- ruminant slaughterhouse
- poultry slaughterhouse
- pig slaughterhouse
- laying poultry
- dairy farming
- meat processing business
- milk processing business
- egg processing business
- retail
- meat stall
- refrigerated warehouse
- dry warehouse
- milk storage business
- collecting, packaging, and labeling consumption eggs
- honey handling or processing business
- swallow's nest washing business
- animal product processing business
- non-food animal product processing business, and
- swallow nest processing business.
Furthermore, it is also explained that the Animal Products Business Unit which has fulfilled the Hygiene and Sanitation requirements by applying good methods to the Animal Products production chain continuously, will be given a Veterinary Control Number.
A good way in the Animal Products production chain includes good methods: a) at a farm, b) at a food production site of animal origin, c) at a non-food Animal Product production site, d) at a slaughterhouse, e) at a collection point. and sales, and f) in transportation.
The Veterinary Control Number is issued in the form of a certificate by an official of the Provincial Veterinary Authority. In order to obtain the Veterinary Control Number, everyone who owns the Animal Products Business Unit submits an application to the governor through the Provincial Regional Office online in accordance with Format-1. The Veterinary Control Number is valid for 5 (five) years.
The administrative and technical requirements needed to apply for a Veterinary Control Number are as follows:
Administrative requirements
- photocopy of Identity Card of the owner of the Animal Products Business Unit;
- a power of attorney with a stamp duty if represented by another person;
- domicile certificate issued by the authorized official;
- photocopy of Taxpayer Identification Number of Animal Products Business Unit;
- photocopy of business license or business registration certificate;
- a letter of recommendation from the local Regency/City Regional Office in accordance with Format-2;
- business management agreement if the activities at the place of business are owned by someone else in accordance with Format-3; and
- a stamped statement letter explaining that the documents submitted are true and valid in accordance with Format-4.
Technical requirements
- infrastructure and facilities meet the requirements of Hygiene and Sanitation, biosecurity, and animal welfare;
- have a veterinarian who is not a state civil servant as the technical person in charge of the required Business Units; and
- have technical workers with competence in the field of Hygiene and Sanitation or animal welfare for those who are required.
