Instructions of the President of the Republic of Indonesia concerning the Use of Battery-Based Electric Motorized Vehicles as Official Vehicles

President Joko Widodo instructed all officials at the central and regional levels to accelerate the implementation of the program to use battery electric vehicles (battery electric vehicles) as operational service vehicles and/or individual vehicles for central and regional government agencies.

The instructions were addressed to the Ministers of the Advanced Indonesia Cabinet, Cabinet Secretary, Chief of Presidential Staff, Attorney General of the Republic of Indonesia, Commander of the Indonesian National Armed Forces, Head of the Indonesian National Police, Head of Non-Ministerial Government Institutions, Head of Secretariat of State Institutions, Governors, and Regents. /Mayor.

In his First Dictum, President Joko Widodo instructed these officials to "Take the necessary steps according to their respective main tasks, functions and authorities to accelerate the implementation of the program for using battery electric vehicles as official vehicles. operational vehicles and/or individual service vehicles of central government agencies and regional government to replace operational service vehicles and/or individual service vehicles of central government agencies and regional governments at this time, as follows:

formulate and stipulate regulations and/or policies to support the acceleration of the program implementation of the use of battery electric vehicles (battery electric vehicles) as operational service vehicles and/or individual vehicles for the central government and regional government agencies;

formulate and determine budget allocations to support the acceleration of the implementation of the program for the use of battery electric vehicles (battery electric vehicles) as operational service vehicles and/or individual vehicles for the central government and regional government agencies; and

increase the use of battery-based electric motorized vehicles (battery electric vehicles) as operational service vehicles and/or individual service vehicles for central government agencies and regional governments throughout Indonesia through the procurement of battery electric motorized vehicles (battery electric vehicles) and/or vehicle conversion programs motorized fuel into a battery-based electric motor vehicle (battery electric vehicle).

One of the Presidential Instructions in the Second Dictum addressed to the Minister of State-Owned Enterprises is to encourage PT PLN (Persero) and PT Pertamina (Persero) to synergize with other relevant State-Owned Enterprises to prepare supporting infrastructure in the form of Public Electric Vehicle Charging Stations (SPKLU). and General Electric Vehicle Battery Exchange Stations (SPBKLU), especially in sectors managed by State-Owned Enterprises, including toll road rest areas, airports, ports, train stations, tourism areas, and refueling stations. Meanwhile, to the Head of the State Police of the Republic of Indonesia, one of the instructions is to provide priority scale services for the registration, identification, and alteration of Vehicle Number Certificates (STNK), Motorized Vehicle Numbers (TNKB), and Motorized Vehicle Ownership Books (BPKB). the result of the conversion of fueled motor vehicles into battery-based electric vehicles (battery electric vehicles).

Then among the Presidential Instructions addressed to Governors, Regents, and Mayors are to compile and stipulate Regional Head Regulations and budget allocations in order to support the acceleration of the implementation of the program for the use of battery electric motorized vehicles (battery electric vehicles) as operational service vehicles and/or individual vehicles for local government agencies

Governors, Regents, and Mayors are also instructed to provide reports on the development of the use of battery electric motorized vehicles (battery electric vehicles) as operational service vehicles and/or individual vehicles for regional government agencies in their respective regions to the Minister of Home Affairs on a regular basis every 3 years. (three) months or at any time if necessary.

In terms of how to obtain electric motorized vehicles, it is stated in the Third Dictum which reads "The use of battery electric motorized vehicles (battery electric vehicles) as operational service vehicles and/or individual vehicles for the central government and regional government agencies can be carried out through a purchase, lease scheme. , and/or conversion of fueled motor vehicles into battery electric vehicles in accordance with the provisions of laws and regulations".

As for the funding, it is stated in the Fifth Dictum which reads "Funding to accelerate the implementation of the program for the use of battery-based electric vehicles (battery electric vehicles) as operational service vehicles and / or individual vehicles for central government agencies and regional governments comes from the State Revenue and Expenditure Budget, Regional Revenue and Expenditure Budget, and/or other legitimate sources in accordance with the provisions of the legislation".
